Three common operator types
Hong Kong drivers usually park in one of three settings: public housing estates (Housing Authority), shopping centres (often Link REIT or mall management), or standalone commercial or office car parks.
Each has different access rules. Housing estates may restrict entry to residents or visitors during certain hours; malls link validation to shopping receipts; office towers may be tenants-only after 7 pm. Housing Authority (HA) estates
HA car parks serve public rental housing and some related facilities. Hourly rates are set by the Housing Authority and are often competitive compared with private garages in the same district.

Not every estate allows casual visitor parking. Check signage at the entrance; some phases require registration or are residents-only overnight.
Shopping malls and Link REIT
Mall car parks frequently offer redemption parking: spend a threshold at participating shops and receive one to three hours free. Evening and weekend rules differ from weekday office traffic.
